Current Situation and
Objectives
Pathogens, nutrients, and
oxygen-depleting substances commonly associated with
livestock and poultry waste are listed by EPA as three
of the top five surface water contaminants. Water
quality issues associated with animal production have
received significant regulatory scrutiny as state and
local regulatory agencies have expanded their authority
to include water quality issues associated with confined
animal production. The EPA has finalized the National
Pollutant Discharge Elimination System Permit
Regulations and Effluent Limitation Guidelines.
Livestock and poultry producers, environmental groups,
commodity organizations, and decision makers need
accurate, scientific information about animal waste
management. The objectives of this Program are to
coordinate state animal waste management efforts and to
reduce impacts to water resources from animal production
sources.
